I'd like to retire Steve, however I am clueless as to where to actually make a new player skin. Where should I go? Any recommendations?

Frankly I prefer this website: http://www.minecraftskins.com/skin-editor/
There a brush tool that helps with texturizing, where it automatically varies colour when colouring-in large areas, without you having to change it manually. Just make sure you have the BODY selected when designing the body and not the OVERLAY  :)
